Mission

The mission of the Procurement Directorate is to provide Qatar Foundation and its constituents materials and contracts management related services on time and of right quality, ensuring favorable prices and protective terms and complying with applicable policies and laws.

The Procurement Directorate is committed to:

  • Obtaining best value for money and maintaining the highest standards of efficiency in management of materials and contracts for QF and its constituents.
  • Observing the highest standards of probity, integrity and fairness in the conduct of business to comply with all applicable laws and regulations.
  • Providing cost-effective materials and services to its customers that meet or exceed the contractual and quality requirements.
  • Maintaining and improving the quality of services through involvement of employees, suppliers and customers.
  • Providing customer satisfaction by focusing on continual improvement of systems and human resources.

Introduction


Qatar Foundation's Procurement Directorate is responsible for providing materials management and contracts management related services to Qatar Foundation and its constituents and for the maintenance of records to meet statutory obligations. The responsibilities include contracts management, supplier selection, negotiation, procurement, logistics, inspection, standardization, inventory management and warehousing.

In addition to its functional role, Procurement Directorate also plays a consultancy and advisory role in the field of materials management and logistics to Qatar Foundation's constituents. The Directorate is organized into five departments and is headed by the Director - Procurement Directorate.

Department Responsibilities:

1. Strategic Sourcing:

  • Establish strategic vendor alliances
  • Establsih long term contracts & Call-off agreement



2. Supply Management:

  • Manage routine procurements
  • Procurement against Call-off agreements 



3. Service Contracts:

  • Establish contracts of service thro' tendering process
  • Auctioning


4. Warehouse:

  • Material receipt and distribution
  • Storage and preservation
  • Inventory Management
  • Material Disposal



5. Business Support & Logistics:

  • Vendor Registration and Evaluation
  • Logistics service including freight forwarding & customs clearance
  • Provide Systems Training to end users
